Hi
Your best advise is to start working with the council and give them what they are asking for, contact them and make a payment arrangement because if you don't then they will start upping how much you owe them by adding legal fees onto your account, if they haven't already.
Regardless of whether you give them your bank details or not the Sheriff Officers can get your bank details. The reason they are asking for them in the first place is to arrest your accounts and the contents of them. For this they will need a court order which they will get if you have not made reasonable attempts to get to grips with the debt.
Contact CAB they will be able to give you some sound advise and most likely help you with making contact with the council involved to try and rectify the problem.
Good Luck

Have to put them in where? I don't understand that.
Has the council won a court case?
Are bailiffs involved? You need to be more specific.
