Probably your local school system
I'd give them to a local seniors residence.
My doctor's office, the older the better.
Sometimes hospital waiting rooms will take them, also senior centers or senior residences.
Many public libraries subscribe to all the magazines they want, and do not have space to take others, particularly old issues.
