When a property owner fails to pay property taxes, a property can (in certain instances) be seized by the taxing authoirty and sold to recoup the back taxes. Often times these properties are sold at auction for less than their fair market value, meaing you could buy something for 80K when its worth 100K.
Buy cheap. You may have heard the corollary "sell high". In this case however some may think that values will increase over time and just hold.
