Answer:
Download Publication 15 (circular E) from the irs.gov website. Withholding tables start on page 36. You have to find the table for the frequency of pay period, the person's marital status, then the amount to deduct based on how many exemptions they claim.
www.irs.gov and the booklet you need is publication E. This gives you the withholding for all types of employees. It is not a flat %. If you dont have the software some calculation is needed.
