Does a beggar pay income tax on the money they collect?

I watched how often someone put money in the hat of a beggar. If every gift was 10p they still made enough to be over the tax limit

The law they are breaking is not a criminal offense that police can arrest for. They can be arrested if panhandling is illegal in the juridiction, but police have no authority over tax enforcement. And since there is probably no predictable place the beggars can be found, it's a little hard for the IRS to find them let alone send them a letter of assessment.
Only if they file a tax return and claim it !!

The only qualification required to become liable to pay income tax is that your income is greater than your tax allowance. However, I am not sure that the Inland Revenue are planning any dawn raids to gather up the street beggars just yet!
Beggars probably have no fixed abode so the Inland revenue can't send them their tax returns .

I'm pretty sure they dont. They are probably not even on the election poll, so they dont know they exsist.

i admit its not always their fauilt that their homeless, but really, whats the point of them?

If you have possesions that are no longer of use, you bin them. If your car doesnt work and cant be fixed you scrap it...
