Anyone know how do entitlements impact discretionary spending in the annual budget?

Answers:
Entitlements are "must pass" legislation. They represent a legal obligation of the government to pay. Discretionary spending is not mandatory. Therefore if the budget isn't sufficient to cover all entitlements and discretionary items, discretionarly items MUST be cut.
