If you were still a Maryland resident in 2003 and/or 2004, then you may be subject to taxation.
Were you still a resident of Maryland while you were in Florida? Were you in Florida for educational or military purposes? Did you intent to stay in Florida and establish a new home/life? Did you file as a part-year resident in 2002 in Maryland, or as a full year resident?
It might be as simple as proving to Maryland that you switched your residency at the start of 2003.

Depending on the amount of money we're talking about, you may want to hire a tax attorney to handle this.
Rather than refusing to pay, provide them evidence showing that you permanently moved to FL in 2002 and you had no MD income in 2003 or 04. It may just be their computer sending out letters to all 2002 payers who didn't file in 03 and 04.
