Do I have to pay taxes if I purchase a digital camera in the US and ship it to my country the Netherlands?

You'll have to pay the VAT and any import duties. If you buy it while traveling in the US you might get an exemption bringing it home with you. And returning from holiday with a camera is nothing out of the ordinary so it likely wouldn't even be questioned.
I lived in Europe for 10 years and brought swag back from the states many times. Never raised an eyebrow with customs and I did get searched a few times.

You may just have to pay a small tariff tax on the digital camera. A tariff is a tax on imported foreign goods. I do not know the tax laws of the Netherlands, but it would be a good idea for you to find out.
