eBay doesn't call the taxman. However, if they are asked or asked legally they have to open up the books. Generally, this needs a legal court order.
If you are only making a small amount it wouldn't be an issue. However, if you are making a full time living from eBay, you should start to treat it as a proper business
I don't know about eBay but pay pal does.

No. EBay doesn`t tell the taxman because it is only a medium within which people can buy and sell goods. It`s not EBay who are selling them it`s everyone else.

The guy who wrote the code for Ebay did it so that it would be self maintaining. Obviously it has grown since then into a multi million pound operation. The last thing on the guys mind would be to create something just so he could give their details to the taxman. It doesnt sound like good business sense to me.
I dont know about the USA, but in the UK, the Revenue & Customs do not need a court authority to investigate. They can just send a letter saying they are going to investigate a business specifying what they are going to look at. Sometimes this investigation is directed at the business, other times it is directed at one of the businesses customers.
I dont think the revenue would even have to go that far though. All they need to do is look at the number of sales a person has made to see very quickly. If it is in its thousands, they are likely to be trading.

I don't think eBay makes a report every month to tell the tax man about each user that's earning anything! However, as soon as you buy something with intention to sell it on, you need to declare it. Other people could report you to the tax man- they have many ways of finding things out if they want to.
After you've received £4,000 through Paypal you have to go through several money laundering checks.
Also, if you think about it, eBay and Paypal are a tax mans dream. The sold price, postage price etc is all listed up for them to calculate your earnings.

The tax man is targetting Ebay traders and with there powers, Ebay will not really have a say.
