If rent attachment notice is issued, is occupier liable to pay all dues or is restriced to a month rent only?

I reside in Chennai in a rented house. I was served a notice by Metro Water & Sewerage board for non payment of dues by the owner. The dues are pending from 1993 onwards and the total dues come to Rs.25,000/-. Whehter should I pay the entire amount or my liability is restriced to monthly rent of Rs.3,500/-

Inform the owner about it. He will look after it. If you have taken the rented house in your individual capacity, do not pay to water works. Most of the times the dues will be due to some technical error. The owner will look after it. The water works cannot force you for payment. You can say that you have paid enough money to the owner as advance and ask them to collect the dues from him. Maximum, they will disconnect the water supply. Tell all these to your owner.
You are only liable if you were living there at that time.
