My opinion would be that it would not be beneficial to a business with few overheads as you would be able to claim very little back and would have to charge output vat at 17.5% on your sales, which may make your margin lower or uncompetitive if you pass it onto your customers.

Also, there is the administration involved.
It can be beneficial if you use materials which are VATable because you can claim that money back. However it does mean you effectively have to put all your prices up 17.5% because you need to charge it on everything you sell - which may make your business uneconomic or uncompetitive.

Also, beware and make sure you have a good accounting system in place - the VATman allows no excuses for late returns and will fine you at the drop of a hat!
If you have lots of purchases that are vatable that you can claim the vat back. But consider the adminstrative implications first.
