If someone's phone has a busy signal and it's real fast busy signal, and it doesn't sound like?

a usual busy signal sound, . . . . . And it is always . .always busy . . what does this mean? Is it disconnected? Is it set up so can't receive MY call only? Or just any call from OUT OF STATE? What's up. Can't call operator . . .cause my phone says I don't have this service . . .and I think most the time they don't know anyway. And my cell phone won't tell me cause it too 'doesn't have this service'.

It means that they have taken the phone off of the hook for a long period of time.
He probably does not want you to call him anymore but you keep trying.
I don't think it's disconnected, because usually you get a message saying that the number has been disconnected. It might be possible that your number has been blocked, I'm not sure what happens when a number gets blocked.
fast busy is a all circuits busy signal, it means you can't get thru to where your calling or you dialed wrong. doesnt mean they are on the phone.
