you should, if you are over 18 you get tax return even if you didnt work. Also if you are a student you can claim tuition and get returns (in canada you can even claim your books). I got about 1000 bucks on year and never worked an hour. cheers
If you live in the united states and you have a dependant, you can file taxes wether you worked or not and get the earned income credit that is available to people with children.
If you don't owe any taxes, you wouldn't unless need to unless CRA sends you a Demand to File, or if your return is needed to prove entitlement to a benefit such as CCTB.
