if goods are delivered to the buyer, you (the dealer) have to pay vat on that. Payment is irrelevant. However if goods are received back by you then you can reverse the entire entry and take effect of vat.
You can only claim the unreceived amount as bad debts in your profit and loss account and save income tax on that
sale tax dept cannot take any action against that person but against debtors the person who made invoice can take action
If the amount involved is more, there is always tax. Still to get more info consult tax consultant.
