Non-Filers irs form?

Is there a such thing as a Non Tax Filers form that can be obtained through the IRS? I am a student, and I need this form to give to my school etc. If there is such a form, can you please provide me with the link?

Thanks!

Sometimes schools want a copy of a tax return to verify your parents' income. If your parents did not file a tax return then the school should provide you with a "Non-filers form" which allows you to report their income and attest to the fact that they were not required to file an income tax return. This is not an IRS form... it is different for every school.

An example of a "Parents Non-filer Form" is found at: http://www.tulane.edu/~finaid/2007-2008%...
You can call the IRS at 1-800-829-1040 or 1-800-829-0922 and request a Letter 1722. This letter will state that the IRS did not have on record a return filed by you for the particular year in question. This can only be obtained by calling the IRS directly. it is not a form that can be gotten online.
