If my job fails to deduct city taxes from my pay am I responsible or can I hold them liable?

I concur with the above answers. Basically, you can bark all you want at your employer for not withholding them, but the taxes are ultimately your responsibility.

At the federal level, there are fines and penalties for the company not remitting timely. But if they were never withheld, that would open up an entire different set of circumstances.

If you suspect this is happening, call the city office and get someone to work with you. There has to be some sort of amnesty (especially since you are coming forward) and possibly an exemption form that you might fill out to handle the taxes on your own (if your employer continues to fail on collecting the tax on your behalf).

It depends entirely upon the jurisdiction. Many cities will hold the employer liable, but some will expect the employee to pay up if the employer doesn't.

You might also want to double-check that you actually fall within city limits. You may have nothing to pay at all.
They may be penalized for not withholding, but you are responsible for paying the tax.
