Each county in CA has a County Assessor. While they are regulated in their practices I do not believe that the individual employees are licensed. The following link will take you to one of the smaller county assessor's offices. From their web page you can get to several other counties.

California is strongly influenced by proposition 13 which limits property taxes to 1% of the value of a property. The value is determined by the sales price and properties are only revalued at time of sale. There are some extra taxes that may be added on but they are usually either from voted indebtedness such as bond measures. The assessor does not go out and reevaluate property annually as they do in some states. The assessors office is primarily one of bookkeeping, sending out bills and collecting tax revenues.
