When a person won't file their income and hasn't filed for last 12 years?

Hi, this ? is from Canada. My friends ex owes her money for child support. He hasn't filed his income taxes for the last 13 years(know this for a fact, because FMEP has a federal hold). Isn't everybody supposed to file their income taxes, and if so how come he seems to be getting away. What can she do besides reporting to revenue canada (which she has already done) to get him to file his income taxes.

Would appreciate any help and thanks for all answers.

He (generally) doesn't have to file his taxes if he doesn't owe taxes.

Another reason he'd have to file is if CRA issues him a Demand to File. They won't issue one unless they feel he owes money. They will not send a Demand to him if he's owed a refund.

You have to file a return for 2006 if any of the following situations apply:

You have to pay tax for 2006.
We sent you a request to file a return.
You disposed of property in 2006 (for example, if you sold real estate or shares) or you realized a taxable capital gain (for example, if a mutual fund or trust attributed amounts to you, or you are reporting a capital gains reserve you claimed on your 2005 return).
You have to repay any of your Old Age Security or Employment Insurance benefits. See line 235 - Social benefits repayment, for details.
You have not repaid all of the amounts you withdrew from your registered retirement savings plan (RRSP) under the Home Buyers' Plan or the Lifelong Learning Plan. For details, see Guide RC4135 - Home Buyers' Plan (HBP) or Guide RC4112 - Lifelong Learning Plan (LLP).

Just because she hasn't received any money from her "federal hold" doesn't mean he hasn't filed; it could also mean no money was owed to him (most people don't get refunds).
It would be easier to pay an online skip trace service to find him. If he has any subcriptions, internet, phone service, auto tags, bank accounts, etc. many things most people can not function without they will find him.
Their is nothing anyone can do to force someone to file their taxes. In my practice, I see this a lot
