Look to your state's construction board for advice on legal requirements for submitting bids; including insurance, experience and capacity. Be sure you have financing for the project lined up before bidding and have a good working relationship with both your banker and your vendors. Have conditional agreements in place with your subcontractors and make sure that they also have their ducks in a row. The SBA has useful information, but ultimately - you are on your own.
Happens to be my field. One good way to get a feel of the bid requirements is to get plans for jobs that are about to bid, they are usually between $25-$100 and many are refundable. The bid package will come with the requirements. The size of the job and job type ie.commercial, residential, HUD, are all varying in insurance and work comp. Grants are hard to come by unless you are minority/woman owned then hit the local University ore business incubator.
That's a *HUGE* question. You need to get some business startup advice first. Do you plan on bidding on Government contracts/projects or civilian projects. Most RFPs (Request For Proposals) list, in laborious detail, what requirements need to be met in order to even be considered for the project.
