Really, you should find a parent who will coordinate the volunteers and check up on the stock situation every week. There has to be ONE mom or dad out there someplace who has an hour or two a week they can spare.
The whole purpose of a Little League snack shack is to make a few bucks to help your program. If you have to hire someone to do it, you'll probably end up losing money.
Next, change your registration forms. Don't ask people IF they can volunteer for the shack - give them a choice of weeks (eg: June 1 - June 7, June 8 - June 14, etc.) Once you have all your forms in, your volunteer simply has to make a few phone calls to line up volunteers. Trust me, it works.

Catering businesses do that sort of work, any local restaurant would be a good start for sources.
First of all, that is really sad. Those parents should step up to the plate. I managed the snack shack for years for my kids. As for a type of business, I suggest you contact the local high school and talk with the sports department and see if they are willing to staff it for a share in the profits. If they are not interested talk to the band director or the choir director. They are always looking for fund raising opportunities and that should be really good for you not to have to pay an hourly fee to people but rather give a little bit of profit. Blessings =)
