Welcome to the joys of working as a recruiter, when I was a recruitment consultant we worked on the basis of needing at least 2 candidates for each client and at least 4 clients interviewing at any one time in order to feel sure of getting 1 placement (and even that was pushing it).
What you need to do, unfortunately, is work harder - the only way to be succesful in sales is to knock on many doors and then work smarter by indentifying real needs and proposing real solutions.
You might also want to look at your candidate sourcing and see if you can broaden your outlook.

I am a headhunter with 11years exp - I am always careful to qualify my candidates reasoning for:
Looking for a new role
Their reasons for leaving the last one
Their level of interest in my position
Golden Tip - Don;t ever try and persuade a candiate who seems reluctant at the outset to go for a role or an interview for that matter - As all you will find is pain waiting for you along with a low commission check.
Also - Qualify your clients
Why is this role available
Who held it before -
Why did they leave?
And most importantly -" Why is it important that you fill this role"
Know their reasoning - Like you know thyself :-)
Find out who is responsible for signing off the role (Decision Maker) Sometimes line managers get all high and mighty only to be later slapped down by HR.
As well as a clients burning need to fill the role ensure that they have got sign off.
