A local agent sells Dell computers for less than the prices stated on Dell's website. How is this possible?

By "local", I don't mean in the USA, but rather in a country in South America. Does this agent get supplies directly from the factories producing them?

he/she buys at wholesale lot prices plus has lower shipping cost, because he buys in quantities.
most likely a scam, computers purchased from another source with cheap parts and the tower is marked Dell!

They might not be"new" they may be refurbished computers...
Chances are they are either dell parts or they are refurbished computers.
