step one - if you are in the UK go and talk to your Business Link. they get public money to help people like you get the best start with your business and offer impartial advice on all the questions you mention. forexample, in Birmingham where i am , there is a guide to sources of finance that will help you decide how to get the investment you need.
I know allot of community collages out there have business start up classes. Look in your local paper and call all of the local collages in your area about it.
What kind of business are you thinking on starting?... There are business out there that doesnt require financial help from the bank, and the result could be great in the long run... How fast and what kind of income are you looking for?
In England getting a small business is easy, while the tories are in power that is, simply buy a big one and wait.
If you are a sole-proprietor with no employees in the US, you are in business as soon as you conceive the notion. You do not need sales to be in business; it does help with the success, though :).
Be sure to start charging/withholding any taxes associated with your products/services (sales, usage...). Check state/local reg to get more details. You can start selling before you get your State/Local Tax ID #, but do not wait too long.
Watch the name of your company, too. Check with your state's Dept of State on Ficticious Name (DBA) registration.
Until you have that registered you must do business as <Name><Type of Business> (Joe Smith's Accounting Service).
Start promoting yourself right away! Get a web site on a free service like MyMonkeywrench.com, or similar. That way you can direct people to your web site, and let them get the info they want, when they want it!

I had to write a business plan for a grant application- seriously tiresome a the time,-but it was really helpful in focusing my ideas and looking at the financial viability of my business,and there are loads of websites to guide you through
you basically need a good idea then do a ton of research- number crunching about what prices you will charge for your product or service(determined by costs from suppliers you will need to source, employee costs, tax, premises ,utilities, insurance etc etc), the market you are aiming at,the competition and what will give your idea the edge

assuming you have got one of those, then your next stop should be business link. they will provide you with all the help you could ask for, including how to write a business plan, where to get funding from, premises etc. they will also know all the local grants that are available.
