You can make whatever notations you want, but when an inquiry comes in from another employer you can only state whether or not you would rehire this person. Any negative statements could lead to a criminal charge against your company. Best statement to leave? "Not eligible for re-hire"
As most states have a "revolving door" or "open door" policy, employees are not required to give notice, just like employers are not required to give advance notice of termination. It is a courtesy if an employee gives 2-weeks notice, and some employers won't even let them work out last two weeks, letting them go immediately or at the end of the first week.

Nothing. Just like you can fire them without notice, they by law do not have to give you notice. It is just a courtesy, but by no way is it a law. If you do have new companies call and ask questions for a referral you also cannot say anything negative without being sued. Maybe you need to look at the working environment of your company. Maybe there was a reason they quit.
