I am looking to hire someone in southwestern PA to install garage doors & openers and I dont want to use monster & hot jobs etc to seek employee's. Is there a website like this where you could enter a job opportunity and seek qualified applicants for free?

Every corporate website has a Human Resources Dept. and they pay $$$$ to find good workers. Start applying now to companies in your area.
The onus is on you to take the initiative to seek out employers. Go to job fairs, apply online, talk to people who know people.
