Freelance for non-profits...?
I am going to take a somewhat different approach then I would for a normal design proposal. I am not telling them what they are doing wrong, but rather just how I can be of use to them.
I will hit on these points: The need for well-designed quality works in a timely fashion while also keeping in mind that they are on a budget.
Can anyone think of another points that I need to hit on or even a more effective way (then I have thought of) to show that I am capable of fulfilling these needs?

It's great that you are taking the non-profit sector seriously. There's a false perception that the non-profit managers are generally boring and will not do much entrepreneurial activities.
But things are changing now. They are becoming entrepreneurial. HOWEVER you still have to approach them in a different perspective.
What's the difference between a non-profit manager and a for-profit business manager? Where a for-profit manager will be interested in making most profit, non-profit manager will be interested in good publicity and image representing fulfilment of Social Goals that Non-profit Organisation will have.
So make your pitch in a way that your designs will help them achieve image that reflects on their social goals + profits (not as important as social goals though)
