I would like to approach a company to outsource to me a part of their business. I need help on writing a business proposal for the same. Also need help to write a tender. Never did it before. Any help or suggestions please advice.

For assistance writing the tender, consult a good attorney in your area.
Just do it. You don't need an attorney. I made over $80,000 per year doing it. You have more control as a consultant than as an employee or employer. You don't have to put up with a lot of cr@ps!
