i'm a graphic designer and i've done a few illustrations for clients, mostly small businesses and not large corporations, who then use the illustration for additional items like tee shirts, postcards, etc. do i charge a usage fee for them to use it? does that fall under "licensing"? what's an appropriate fee?

It is called a ROYALTY.
Artists may require / request this as a part of a contract.
This depends on the quantity of sales your artwork is expected to generate. This can range anywhere from a few cents, to a few dollars per sale.
