Does anyone here live in Sutter County CA could give me business help?

I need to change the zoning where my property is and I was told at city hall that it would cost me about $5,500 to even attempt to get it done. Is there another cheaper way? I want to change the zoning to residential/commercial so that I can run my home business easier there.
