I would open my own little dessert shop. Make it small and quaint, with a long list of southern style pies and cakes, along with some ethnic desserts. I would call it something like just desserts, or sweet tooth.

$20,000.00 isn't a lot of money to start a business, at least not from scratch. So what I would do is to look at successful franchises working in the field you plan to enter.
