Yes, you can make your own. I've made dozens of postcards from photos, cereal boxes, etc. The can't be much thicker than cereal box weight, and they must be somewhat flexible - you can't make them out of lightweight aluminum, for example.
The rate for a standard sized card is 24 cents, but oversized cards take letter postage - 39 cents. Very small cards are not mailable. For maximum and minimum sizes, check http://www.usps.com - or just make your homemade card the same size as a standard USPS postal card (pre-stamped card); the ones they sell with pictures of regular stamps on them are sometimes oversized.
