Microsoft dynamics could be configured to do something like that, however Dynamics is easily a 15,000 dollar fix and a good bit of maintenance.
Do you current use a CRM? If not, look into a web based one.
Examples:
SugarCRM, SalesForce, Entellium (i don't suggest entellium)
I worked for a business-2-business telemarketing firm in Houston Texas many years ago. Service Associates of America. See if they are still in business.
Realistically, what business would do it your way. They would have to know how much you sold, when you sold it, etc. That's too much involvement in your business, they have their business to worry about!

The callers who set up the appointments have usually been paid hourly. The sales people who close a sale work on a salary vs. commission basis in my experience.
