The answer to your main question is: No.
Two reasons I say this.
First, did you deal with whatever issue caused them to freeze the original account, and get it cleared up? I don't know why they would see you as a liability if you were running a legal business, but than, I don't understand a lot of things about human psychology.
Second, if I'm not mistaken, Paypal's terms of use limit you to just one account. And that's it.
my friend , paypal. really suck. i had three account all were verified, all were business account including paypal atm debit card, and including a more than a month with then, when they decide that they have to limit you they do no matter nothing.
my first account is about to finish the 180 days with 1200.00 on june 29 lets see what they say this time. but paypal really want to the socks you were wearing the day you open your account, and the kind of water you use on your toilet.

Your second account will be frozen for the same reason your first account was. This happened to my wife and instead of opening a new paypal account she opened a merchant account and accepts credit cards directly. Also, this in no way hurt her sales, in fact her sales and profit margins have increased since dropping paypal. Just make sure your ebay feedback stays good and you should be fine.
