Check with Pennsylvania's website. Do a search for landlord.
I dont think you need to be licensed, but you there are a lot of landlord/tenant laws out there.

Not all states. I know that you don't need one in Oklahoma or Arizona as I have been a landlord in both.
It depends on how many units the property holds, so check it out.
