Do you know how long the house has been vacant? It could indicate that the house was winterized. Most companies who do this have papers they tape to the front door and all of the facilities to let you know why they are not to be used but maybe this company isn't that "advanced".
If the house is privately owned I'd call the REALTOR and ask for the Seller's Disclosure Statement to see if there is anything on it about water issues. If not ask the listing agent what the deal is with the tape.
The first alarm is "as is."
Sure, older houses will need repair. I have lived in 5 different older houses over the years. Repaired all of them.
At NO TIME did they tape shut anything. That is a big "red flag" for me.
When you sell a house, you HAVE TO, by law, list everything that is wrong with the house. You cannot sell it "as is." Get an house inspector and a real estate attorney.
As an "as is" home I would expect the worst. It would seem to me that the tape would indicate that they are not to be used. I would certainly view the house first hand to assure that the plumbing is in good repair.
Don't waste your time and money looking at this place any further. Move on.
I agree with the Alabama Realtor. here in texas, we do the same thing. Whne the property is winterized, they put antifreeze in the lines and drains the tanks of the toilets and water heater. They put tape over them to discourage use by potential buyers. There is nothing to be scared of. This is a regular practice in most states.
