I live in texas renting mobile home central ac outside 87 inside does not get below 80 its not even hot yet?

Ive called the land lord on warm days he sends out "his"(friend) ac guy. He says ac find you might need window units. I rented a place with central ac i could have rented a much nicer place and put window units but took this one because of central ac.My light bill is outrageouse my electric deposit was real high(average light bill times 2).Now they want me to buy window units light bill will undoubtadly go up. Right now unless i turn ac off during the day or turn it up to 85 it never goes off ever.He tells me things like seal the cracks get window units blah blah blah. Not my job im a renter .I signed a years lease up in feb 08. The winters are probably going to be cold too. Talked to neighbors they say several renters have come and gone problems with high light bills and hot or cold.Should i stay or should i go

Call him everyday. call around and see if you can find a place that will do a free inspection of your ac unit, and then tell your LL the results of the inspection.
Send a certified letter to your LL and tell him what is wrong. He should have to sign for receipt of the letter, so you will have proof. Make copies of everything, and keep a log (date, time, phone, in person, etc) of contact with him. If he doesn't get the ac fixed, then you will have proof that he is not holding up his end of the lease, in spite of your efforts to do so. If you have records, he will probably not win a small claims case if he were to sue you.
See if your county or city has a department that oversees rental property. If they do, then you will know what he is supposed to do, and what you are able to do as far as getting it fixed and who is supposed to pay for it.
Your unit needs coolant. A handyman can't charge your A/C - you have to have a license to even buy the freon.
You may have to call in a pro and pay for it yourself. Deduct that amount from the rent. (provide copies of the receipt) He'll either be OK with that, or not.
