Where do Notice of Liens pop up?

When refinancing your home, where would a Notice of Lien for unpaid dues come up? Does that sort of thing come up in the Title Search or are there other searches performed to find that out?

Title search and/or Credit Report check.

In many counties you can check your self from the recorder/audior/clerk (verbage changes) office.
Title search is where that information would come up.
