Our family is in debt since two of the family members are going to college and we are not poor enough to recieve need-based aid yet not rich enough to handle $1,700 rent in the current appartment. Can you suggest a cheap area in D.C. (if house, around $250,000) or somewhere close enough to the metro so I can commute to college starting this year? (I would get an apartment for my own since I'm off to college but again, we're not financially stable enough to do that and my work-study/part-time wouldn't pay for that :( )

You should try looking in the College Park/Riverdale/Greenbelt Areas. You are looking at a small house or condo in that price range.
If you don't mind a 40 minute commute and a little traffic, I would suggest northern Montgomery County or even Frederick...
I have a gorgeous 1900 sq ft Town home in Frederick and it is about $1600 a month but that is in a very nice neighborhood. You can probably find something in the $1000.00 to $1400.00 in this area with no problem. The drive ain't great, but it beats the neighborhoods you want to avoid. The beauty is that in Frederick you are almost equidistant from Baltimore and DC...
