What does it mean when all the houses in one area are Government owned?

Your question is too vague. "Government" typically does not "own" houses. Government housing usually resembles apartments, not houses. On a military base it is possible that the military will own single family type housing, but that is not common. Usually they too are more like a duplex, quadraplex or apartments.
Allow me to preface this portion of my reply by stating it is not based upon any particular race, gender, national orgin, religion, ethnic group, familial status, handicap nor anything else other than income and the managing or mismanaging of income; it is not intended to specifically identify any particular group or groups of people or neighborhoods as inhabited by any group or groups of people; not to indenify any as risky area to live in or near. It is all driven by how people handle or mishandle the resources they have.
In an area wherein you find government owned housing other than a military base the area is usually low income with a number of subsidized housing units therein. The assumption is that these people have no other option or can not provide for themselves. Unfortunately based upon the evening news and newspapers it seems a major perception that many, but not all also seem plagued with drug dealings, prostitution, theft and other issues that are not conducive to positive quality of life conditions.Whether fact or fiction the perception affects the area and residents as well. What is a shame any people who take advantage of the opportunity who do not need the assistance create problems for people who do need assistance, or they move in and create the other issues noted herein or worse.
Another possibility is that if an area has a lot of lower tier income resident homeowners, there tends to be a large number of government assisted home purchasers. Typically they may have obtained at or near 100% financing. And many times they may not manage their incomes well or have priorities other than payment of the mortgage, thus they are repossessed by FHA or the governmental agency that assisted and guarranteed the loan. These usually are sold as "HUD", etc. owned properties. It is amazing some of the areas that have government repossessed homes. And not all are lower tier income, but many are.
This is not an attempt to negatively impact any group, neighborhood or area, Just an attempt to answer this question based upon facts.

It means that the government owns them and the government alocates people to live in them. Most likely poor people

Its called subsidized housing. This is when the property is rented out based on income.
