Answer:
Yes they do earn a decent living. Yes you may work part time.
In California you have to complete an accredited school, after which you must pass the California test, followed by being an apprentice with another licensed for s certain period of time.
Once you are fully licensed you may practice as you see fit either full time or part time.
I am sure that other states have similar requirements, check with the state in which you reside or call a licensed appraiser for information.

BUT BUY INSURANCE! If you appraise someones house badly they can SUE you.
to make good money a full time thing
You could become a property appraiser and work part-time, granted if you were good at doing it. One thing is for sure - you're definately in charge of how much income you'll be bringing in. If you're looking for education, I would highly recommend ProSchools if you lived in the northwest (specifically, Washington & Oregon).
