Is it illegal to have 6 people living in a 1 bedroom apt in Los Angeles?

This is a 10 unit apartment building in L.A. 90034. The people next door are 3 adults & 3 children,ages 2, 6 & 14. They make much noise. Also the father of 1 of the children does not live on the premises but is around daily and parks in our area that is for tenants. These people leave bags of garbage on the balcony until they feel like taking it downstairs and then many times don't even put it in the garbage bin, it gets scattered near the bin. There is one washer & dryer in the building and they do alot of laundry & leave it unattended. No manager & owner doesn't live here or seem to care that much. Please help if you can.

You have to call the LA office of housing & inspections. Make a complaint, Then, when they inspect the complaint, they can shut the apartments down if they find LA housing code violations. Call about every possible problem, and get your friends to call so that the government gets LOTS of complaints and then maybe they can shut it down because of code violations. Second, call the manager/owner and complain. You can find out the name of the owner--it is public information. Third, call a TV station and tell them about the problem. Maybe they will put it on the news. That would make the owner feel embarrassed, and maybe the LA government would do something, too. If nothing works, find out where the owner's offices are and take the garbage from around the dumpster to his office. Put the garbage outside the door. That often works best.
Check with your local zoning department. Most apartments are "single family" homes so it may apply here. Have you tought of moving if the owner does not care?
It depends on the certificate of occupancy, and the size of the apartment, usual a 1 br is for 3 or 4 people max.
