Get a friend to call and find out if there's anyone else interested in the house - that way you know if you're competing with anyone else.
Do a tour of the house an point out all its faults in quite an obnoxious way (but don't criticise the seller - getting them offside won't do it).
Make out like you'll just HAVE to renovate it heavily to make it suitable - cute though it is - for what you want.
Get a specialist - a surveyor etc to come through with you to assess the true value of the house.
Point out any repairs that will have to be made - essentially make the seller believe you're doing them a favour by taking the lemon of a house off their hands.
Find out (with subtlelty) the reason why the seller is selling
Find out the time line for when the house needs to be sold
Find out of there's any financial gambles being taken by the seller - ie, bought a new house and need to sell the current one real quick.
If the seller is using an agent buddy up to the agent - ask them to show you some of the other properties that they manage (this gets them interested and keen to help you out).
If the seller themselves is showing the house, buddy up to them as a person - it's harder to refuse a crappy price if you like the person making an offer.
Turn up casually dressed with NO labels or expensive deoderant or expensive car to be seen anywhere near you- if you look or smell like money they'll come after you like a shark. - this includes jewellry - remove ALL jewelry - watches etc and leave your mobile in your vehicle when you see the house - don't leave any traces of your financial situation when you go there - people can be terrifyingly observant and this can go against you if you play poor yet you or your partner is wearing diamonds, gold etc.
If you have kids, bring them and don't dress em up - let em run wild but (don't let them break stuff) and look frazzled.
Let the seller know you're contemplating a few other properties as well.
Basically you need to make the seller work for you - help create the mentality for the seller that they must sell this house to YOU at any cost.
Also, always offer way under what you can actually afford.

Enclose a photo of your family if you have one. With a letter like this, they may at least counter-offer you. Without the letter, your offer could end up in the trash with them not wanting to talk to you again. Many people talk, talk, talk. It is the ones who put pen to paper that get the deal. Try it.
