After the purchase of a home with a tenant who has a lease, can u amend it to exclude the use of fireplace/ac?

You can't amend it without the tenants consent, and I really doubt a tenant would consent to not use an a/c.
You will have to abide by the terms of the lease in effect when you buy it.
I know from Maryland, but Cali can get dicey b/c y'all like to do things differently :-) Generally, the lease follows the owner, NOT the property. So, you can amend it if they agree to the new terms and sign on the dotted line.
