Is buying an ex council high rise flat a good investment? It is being refurbished with new cladding, windows?

Most council high rise flat in the UK are probably a good investment. (my opinion only) but you would have to look to the long term.
The building standards have changed over the years as have the methods of checking them.
A good survey should tell you what you need to know about the flat and the building it is in.
You could ask someone inthe building who has bought what their feeling is.
check the renewal period on the windows and cladding etc as you will no doubt be charged next time around. Look carefully at the lease for what are your responsibilities and what stays with the council. i.e. Gas Inspection (CP12) estate / service charges (cleaning, grass cutting, TV provision, drying areas..)
