Your landlord is not responsible for anything that does no happen on his property. So if you have everything you need and your house is kept upto govenment standards. Then it is a neighborhood thing and you should move if it is uncomfotable.
Sounds to me like thats your queue to move.you should consider in relocating to a safer and better neighborhood.
You have a right to access copies of filed police reports on incidents that happen and are reported. You have the right to be secure in your home, so you can purchase locks and firearms to Defend yourself if you are legally qualified to do so in your jurisdiction. Are other residents violating CC&R's on the property? You might have to do some research at the county recorders' office to find out. How about forming a neighborhood watch group; speak to your local police department about this. Is there private security patrols in the area? Would your complex manager allow for private patrols if you and other residence pooled resources to do so?
