Who do i contact if my manager will not make any improvements that need to be done in my apartment?

First off, it depends on your rental agreement/lease. Most agreements do not provide for the management to clean the carpets except for after you move out. While you are there, it is usually your responsibility to have this done at your charge.
The electrical outlets in the living room are usually the managements responsibility as are the bugs, if you are keeping the place clean. Again this all depends on your agreement.
If the bugs are found to be caused by you in some way, you can be charged for their elimination.
The electrical outlets not working should be reported in writing to the management (and dated). If within 30 days you do not have a response, contact your local legal aide office, you may be allowed to have your rent witheld from the landlord until the problem is fixed.
Each state has very specific rules that landlords must follow in regards to living conditions of the rental. If the rental has become uninhabitable (i.e. roach invested, bad electrical), you as a tenant have MANY rights.
First, have you notified him in writing of the problems. If so, and he ignored the problem, you have remedies (google your state and landlord/tenant laws)..
However, carpert cleaning is NOT on par w/ roaches and faulty electrical. I'd omit that from your complaints.
If you don't notify him in writing he can claim you never told him.
