You can rent an apartment and not live in it, but a landlord may require you to list anyone else who is going to occupy the apartment.

Leasing an apartment just means that you are the one who is responsible. There is no law that says you have to live there. And it's not "illegal" to rent as many apartments as you like. If that's how you want to spend all your money, rent as many as you like.

It's not that you are giving the "impression" that you are "the one who's going to be responsible for the rent, payments, etc" because sweetie . you WILL be responsible for paying the rent and bills if the other person doesn't. And you will be responsible for any damage they do.
