The problem with buying in London these days is that any up and coming area in London will already have the fact that it's up and coming factored into the price. For instance, the prices in and around Stratford have already increased significantly due to the Olympics before any redevelopment being done. In places like Woolwich, flats are going up very fast, but again the prices are not really representing good value. As for Hackney - no-one wanted to live there 5 years ago, but now you would find it hard to buy anything there for less than £250-300k.
Good value can still be found though, and SE London is looking good - places like Forest Hill, Sydenham, Lewisham still have value to be found, and going out as far as Bromley and Beckenham are even better - but they are a pretty far out. Closer in is Peckham - there is a lot of regeneration going on and a few conservation areas have sprung up in Peckham Rye - however there are still some very dodgy areas around there. Finnaly, Streatham isn't too bad, particularly around the Furzedown area - although again, prices are starting to creep up.
The most up and coming place will be the East End around where the Olympics are to be held.

Up my street offers average house prices by area. look for an area that is below then check the areas immediately surrounding. If they are all high, fill your boots. Or look at Geography. Why are parts of Southbank cheaper than Oval? You just need to do a lot of information hunting.
