Do I have to pay a flat rate sewer bill?

My town had sewer installed and on the bill along with the water usage is a flat rate amount due for the installation which all homeowners have to pay. This is the last flat rate fee and next month it goes to usage fees. As the renter of this house not the owner do I have to pay it??
