One house owner is selling his house and he discover there is roach. Now he has to "bomb" the house. Is the other house owner force to share the cost ?

probably not ..but if you talk to em nicely and tell them it will both benefit by killing those bugs, then they might share with cost
No, but many of the roaches will scamper to the other side, forcing the other owner to bomb his side as well. If he doesn't, the roaches will be back in a couple of weeks in most cases.
